When a founder is ready, Maryam — our WhatsApp AI consultant, who is exactly that, an AI — qualifies the request, prepares a costed dossier, and hands over to the human registrations team for execution. Documents, applications, renewals, and compliance live in one client portal.

Who builds it: Bloom Techno

Sijil is built by Bloom Techno FZE-LLC, a Dubai-based company founded by Ahmed Tibin — a Sudanese engineer who has built technology communities and education pipelines since 2017 (50,000+ members, 2,000+ graduates), rebuilt after displacement to the UAE in 2023, and shipped Sijil in 2026.

Bloom Techno runs on a two-person founding team: one human, one AI. Everything you'll use — the CRM, the playbooks, the pricing engine, the dashboards — was built by that team. You'd be among the first humans to join it.
