Registration is applied for by the importer, the local manufacturer or the agent, and the applicant must be a company incorporated in Dubai or holding a warehouse in Dubai, with a trade licence indicating activities related to cosmetics. The service runs through the Consumer Product Registration Service (Montaji) on dm.gov.ae, and the Registration and Permits Section of the Health and Safety Department reviews the dossier. For cosmetics, that dossier lists five documents: the Free Sale Certificate issued by the regulatory authorities in the country of origin and valid at submission; the ingredient report declaring every ingredient in chemical name and CAS number by weight, issued and signed by the manufacturer's R&D department; the GMP certificate under ISO 22716, requested for local manufacturers and valid at submission; the laboratory test report from a certified lab using accredited methods; and any other document the reviewer requires, such as clinical studies for specific claims or a safety assessment report. If the product name to be marketed in Dubai differs from the one on the FSC, a confirmation letter from the product owner, attested by a government authority in the country of origin, is required. A granted registration is valid for 5 years, with renewal reviewed at extension, and any amendment to the registered particulars must be notified or approved by the section. Our
free sale certificate guide covers the origin document, and our
cosmetics import guide continues the story at the border. In Abu Dhabi the equivalent file runs through QCC Jawdah, which explicitly requires a valid ECAS certificate first, plus manufacturer authorisation, a Certificate of Analysis, an accredited test report less than a year old, and GMP evidence under UAE.S GSO ISO 22716; the published validity there differs, so confirm the renewal horizon at filing.
