The federal picture is different, and getting it wrong wastes an application. MoIAT's service card for cosmetics registration requires, for imported products, a free sale certificate on the manufacturer letterhead, noting that legalization is not mandatory and a third-party certificate is accepted as well: the certificate is an input from the country of origin, not a paper the ministry prints. Its public services directory, enumerated from the ministry's own sitemap with 44 service cards at the time of writing (1 October 2026), lists conformity certificate issuance under the Emirates Conformity Assessment System (ECAS), attestation of certificates issued by the GCC Standardization Organization, product status statements for customs shipments and national conformity marks, with no free sale certificate service among them. For a UAE-made product that falls under a federal technical regulation, the export paperwork therefore starts from the scheme that governs the product, through the ECAS certificate and its marks, rather than from an FSC application.
Our ECAS guide explains when the national certificate applies.
