Until recently, items entered the UAE on 8-digit HS codes. The GCC has published its integrated tariff schedule based on the WCO Harmonized Commodity Description and Coding System (2022 edition), updating GCC HS codes from 8 digits to 12, and the UAE approved that nomenclature by Cabinet Resolution No. (119) of 2024. Dubai Customs states that starting August 2025 the new 12-digit harmonized system is implemented to enhance accuracy, reduce potential discrepancies and standardize customs procedures. The scale of the change is large: items move from 7,809 to 13,450 HS codes, of which 951 are newly inserted codes, 6,518 are subdivided codes that split an existing heading into specific products, and 5,981 are unchanged codes that simply gain zeros. Implementation runs in phases by trade type: GCC trade from August 2025, free zone and customs warehouse flows to the local market from February 2026, imports from the rest of the world from August 2026, and temporary flows from February 2027. Specific flows stay on 8-digit codes for now, including free zone transit in and out to destinations other than the GCC or between Dubai free zones, transhipments, transit trade, transfers within free zones, and local exports to the rest of the world. This tariff sits on top of an importer registration with customs, which
