Import Permit vs Product Registration in the UAE: What Differs and What Stacks

An import permit lets goods cross the UAE border, and product registration lets a product be legally sold in the UAE market, so they solve two different problems and stack for regulated goods. The border side is customs: an importer code with Dubai Customs, a declaration per shipment, and a permit from the competent authority when the goods are restricted. The market side is registration: a federal certificate of conformity under ECAS for products covered by technical regulations, plus the emirate level registration for the market where you sell, such as Montaji in Dubai. Importers who confuse the two usually discover it at the worst moment: the shipment has landed, the declaration is ready, and clearance stops because the product itself was never registered. Knowing which layer a requirement belongs to is what keeps both moving.

The border layer in Dubai is built on one registration and one document per shipment. Request Business Registration with Dubai Customs lets a company officially and legally transact with the department: it takes one working day, costs AED 100 plus AED 20 in Knowledge and Innovation fees on any service of AED 50 or more, and needs a trade licence copy, the authorised person passport copy and an Emirates ID copy, after which the company registration and the customs code arrive by email. Renewal is AED 25. Each shipment then needs a customs declaration covering the regime in play (import, export, transit, transfer or temporary admission), with fees from AED 15 to AED 100 by declaration type and shipping channel, supported by an invoice, packing list and certificate of origin. Product registration is not one certificate but two layers answering one question: is this specific product allowed onto the market? The federal layer is conformity under the UAE Conformity Assessment Scheme (ECAS), run by the Ministry of Industry and Advanced Technology through its e services portal: a UAE Certificate of Conformity confirming that a product complies with approved standard specifications, so that goods can enter and circulate in UAE markets. The ministry runs the service for products subject to its technical regulations and, separately, for non regulated products, and the application needs a valid trade licence plus a test report from an accredited laboratory. A general trading company moving unrestricted goods between suppliers and business buyers may only ever touch the customs layer: licence activity, importer code, declarations. The registration layer activates with the product category, not with the trader type. Cosmetics are the clearest example: Dubai Municipality technical guidelines state that no cosmetic product shall be manufactured, imported, exported, advertised, sold or distributed in Dubai unless it has been registered in the Montaji system, per Local Order No. 11 of 2003. For regulated goods the answer is yes, and the order matters more than the list. The licence comes first because every downstream window asks for it: customs registration requires a trade licence copy, and the conformity application requires a valid trade licence in the applicant name. The customs code follows, since declarations cannot be filed without it. Conformity under ECAS comes next for products covered by a technical regulation, and the emirate market registration follows for the emirate of sale. Only then does the first shipment become routine: the declaration cites the importer code, and the clearance file cites the product registration. A consignment shipped before its registration exists is not a paperwork delay, it is stock sitting in a port with no legal route to the shelf, so the stacking order is a cash flow decision as much as a compliance one.

Three kinds of counterparty appear in an importer file, and mixing them up is the classic source of stalled applications. Dubai Customs owns the border: business registration and the customs code, declarations in all five regimes, and permits from restriction entities for restricted goods. Only two of the layers carry fully published fee schedules, so build the budget around them and treat everything else as a quotation. The customs layer is fixed and public: AED 100 for business registration plus AED 20 in Knowledge and Innovation fees on services of AED 50 and above, AED 25 renewal, and AED 15 to AED 100 per import or export declaration by type and shipping channel. The federal conformity layer is published on the MoIAT service card: AED 600 for the product registration request, AED 620 for technical document review per certificate, AED 500 for certificate issuance, and AED 2,500 per assessor working day when an establishment technical evaluation is conducted. The clearest proof that permit and registration are different things is that they meet on the same clearance file. Dubai Customs lists a permit from restriction entities among the documents required for a customs declaration, which is the border facing permit doing its job at the moment of filing. In practice that means registration is a pre shipment step, not port paperwork: the reference an inspector checks was generated weeks earlier when the product file was assessed.
