The Emirates Conformity Assessment Scheme (ECAS) is the UAE's federal product-conformity programme, run by the Ministry of Industry and Advanced Technology, the successor to ESMA, under Federal Law 28 of 2001. For products subject to MoIAT technical regulations, the ECAS Certificate of Conformity is proof of federal approval, and it is mandatory for customs clearance and for placing the products in the UAE marketplace. Applications run on the MoIAT digital platform against the service «issuing conformity certificates for products according to health and safety requirements». The two prerequisites are a valid UAE trade licence and a test report on the product from an accredited laboratory. The published official fee lines are AED 600 for the product registration request in the conformity system, AED 620 for the technical review of documents per certificate, and AED 500 for certificate issuance, plus AED 2,500 per working day per technical assessor if a technical assessment is required; the stated service time is one and a half working days. Fees are confirmed in the official quote at filing. Where a conformity assessment provider is involved, the ministry's fee for the certificate is AED 670, reduced from AED 1,000 at the start of 2023. ECAS and the Emirates Quality Mark (EQM) are different instruments. ECAS is the mandatory certificate of conformity tied to customs clearance, renewed yearly. EQM is a quality licence built on auditing, testing and inspection, with the mark printed on certified products, and per MoIAT-authorized bodies, a valid EQM licence can be used to clear shipments with UAE Customs instead of the ECAS certificate. Work the file in this order before anything is submitted. First, classify the product against MoIAT's list of technical requirements for regulated products, published alongside the conformity service: the regulation decides which standard, which tests and which marking rules apply. Second, audit the label for Arabic wording and marking while the artwork can still be corrected at the factory, not at the port. Third, commission the testing: the ministry requires a test report from an accredited laboratory, and for electrical and radio products the report set typically covers safety, EMC and radio parameters against the standard's IEC-based clauses. Most stalled conformity files fail on the same short list of defects, and every one of them is visible before submission.
