For consumer products moving the other way, into Dubai, the certificate of origin sits inside a wider file. Dubai Municipality's guideline for consumer products import and re-export (DM-HSD-GU100-CPIE2, version 2, issued 2 May 2025) defines CPRE as consumer product registration: all imported consumer products for the local market must be registered in Montaji by the importing company or the local agent. The same guideline exempts products imported solely for re-export, exhibitions, market tests, and samples for marketing and advertising purposes from registration. At clearance, section 12-3 fixes the document set: the Montaji import request reference number (CPIP), the customs bill of entry, the airway bill or bill of lading, the delivery order, the purchase invoice and the packing list, plus product-specific certificates such as an EN 71 certificate for children's toys. Under a final heading, other documents where applicable, the guideline names the certificate of origin and the halal certificate. So on the import leg the certificate is situational rather than universal, while the CPRE registration is the non-negotiable layer, and the origin data declared on the CPIP request must match whatever origin paper travels with the consignment.
