Montaji Product Registration Requirements and Documents (Dubai, 2026)

Dubai Municipality reviews a Montaji registration file in three layers, and each layer carries its own paperwork. The first layer is the company file: a valid trade licence with a consumer products activity, an importer code issued by Dubai Customs, and a company registration on the Montaji portal that produces a Business Admin User account. The second layer is the product dossier: a Free Sale Certificate from the country of origin, a composition and ingredients report with concentrations issued by the manufacturer, a laboratory test report from an accredited lab, the label artwork, and a GMP certificate where the category calls for one. The third layer sits at the border: the Montaji import request reference, customs bill of entry, transport documents, packing list and purchase invoice for every consignment. A single missing paper stalls the whole file, so assemble the layers in that order.

Registration in Dubai runs on two tracks that answer to two authorities. The municipal track is Montaji: under Local Order 11/2003, Dubai Municipality requires consumer products to be registered before they are placed on the Dubai market, and no cosmetic product may be manufactured, imported, exported, advertised, sold or distributed in the emirate unless it is registered in the system. The federal track is the Emirates Conformity Assessment Scheme run by the Ministry of Industry and Advanced Technology: products covered by a MoIAT technical regulation need a UAE Certificate of Conformity, applied for with a valid trade licence and a test report from an accredited laboratory. Food follows its own municipal food-control chain with GSO labeling rules. Our Montaji platform guide and ECAS certificate guide cover each track in depth.

Montaji accepts applications from companies, not individuals, and the licence decides everything that follows. For cosmetics, the applicant must be a company incorporated in Dubai or holding a warehouse in Dubai, with a Dubai trade licence that indicates activities related to cosmetics. For consumer products generally, the guideline requires a valid licence issued by a competent authority in the UAE with an activity related to consumer products trading, and the company must register on the Dubai Municipality portal to obtain an admin account before registering on Montaji, plus a valid importer code from the Dubai Trade portal. The company registration itself asks for the person in charge details, company address, importer code, phone and mobile numbers, email and the Makani number of the premises. The documents are a copy of the valid trade licence and, only where the licence activity is not classified as consumer products, an undertaking letter.

The dossier is where most rejections are born, and the municipality names its parts. For cosmetics the technical guideline lists five: the Free Sale Certificate, an ingredient report declaring every ingredient by chemical name with its CAS number and weight, issued and signed by the manufacturer research and development department, a GMP certificate to ISO 22716, which the guideline notes is requested for local manufacturers, a laboratory test report from a certified lab using accredited methods, and any other document the reviewer deems necessary. The consumer products guideline adds the label artwork and the composition with concentrations, requires GMP for health supplements, and may call for stability data with a period-after-opening justification, a safety assessment for nano products, and chemical and physical analysis. The health supplements registration guide assembles that file category by category. Special categories carry extra tests: fluoridated oral care needs total fluoride content measured by the Dubai Central Laboratory or an accredited lab, and AHA skincare must meet the pH criteria in the guideline. Our cosmetics import guide walks the full file.

A Free Sale Certificate is the paper that proves the product is legally sold in its home market, and the guideline is specific about who may issue it: the regulatory authorities of the country of origin, such as health authorities or recognized bodies like the chamber of commerce, and it must be valid at the time of submission. Where the product name marketed in Dubai differs from the name on the certificate, a confirmation letter from the product owner is required, attested by a government authority in the country of origin. Supporting certificates follow the same logic of recognized issuers: a halal certificate from a recognized Islamic society in the country of origin, mandatory whenever a halal logo appears on the label, the halal cosmetics certification guide details that certificate and its issuers, organic and vegan certificates from recognized bodies, and clinical studies behind any claim or statistic printed on the label. The certificate of origin is not part of the dossier, it appears later in the clearance file where applicable. When it is required, the certificate of origin guide covers issuance and attestation.

The label artwork is submitted as part of the file and audited as strictly as any certificate. The cosmetic guideline requires the components to be declared in clear English and/or Arabic: brand and product names, manufacturer details with name and address, country of origin, ingredients in INCI or botanical names, pack size, production and expiry dates in non-removable printing or non-removable stickers, storage conditions, instructions for use, intended use, general warnings, a unique barcode and the batch number, plus the standard symbols for best-before date, period after opening and enclosed leaflets. The barcode registration guide explains where that unique number is licensed. Two exclusions recur in rejections: illustrations inconsistent with prevailing social customs and values, and medical claims, since any suggestion of preventing, treating or curing a disease is barred from labels, brochures and advertising alike. Food labels follow a different and stricter rulebook: our GSO food label guide covers that chain.

The sequence is fixed and skipping a step shows up as a rejection weeks later. Start with the trade licence and the importer code, then open the Dubai Municipality account that gives you an admin user, then complete the company registration on the Montaji portal. Only then does the per-product work begin: the importing company or the local agent applies through the Consumer Product Registration Service on the municipality site and uploads the dossier, the Registration and Permits Section reviews it, and once the file passes, payment confirms the registration and the certificate can be generated from the system immediately after payment. When the consignee differs from the agent who registered the product, the agent grants a delegation through the portal with an authorization letter signed and stamped, stating the delegated company name and licence number.

Registration ends at the portal, clearance happens at the port, and the two document sets are different. Consignments of consumer products for the local market move through the Montaji import and re-export service, and the release request carries the consignment details: purpose, mode of transport, port of entry, container type and number, customs bill of entry and its date, airway bill number and date, arrival date, country of origin, storage conditions, packing list details with quantities and weights, and batch numbers. The documents to upload are the Montaji import request reference, the customs bill of entry, the airway bill or bill of lading, the delivery order, the purchase invoice and the packing list, with an EN 71 certificate or laboratory safety report for toys and a migration test report for food contact materials where relevant, plus the certificate of origin and halal certificate where applicable. One shelf-life rule catches importers out: goods must hold at least half their shelf life and no less than six months at entry.

The municipality publishes what happens when the file is wrong, and the numbers are official. A consignment is held at the port when the goods do not match the declared packing list, when the original documents are incomplete or incorrect, or when the company is banned over a previous pending case, and non-compliant imports are stopped from entering the market. The fines table in the import guideline prices the failures: AED 1,000 per product for importing unregistered, spoiled, expired or contaminated consumer products, AED 500 per certificate for documents or certificates that do not meet requirements, AED 2,000 for importing an unstated item, and AED 3,000 for preventing an inspector from completing an inspection. Most dossier-level rejections trace back to the same roots: a Free Sale Certificate past its validity, a product name that differs from the certificate without the attested confirmation letter, ingredients without CAS numbers, or label claims offered without the clinical studies behind them.

A registration is not a one-time event. Any later amendment to the particulars of a registered cosmetic product must be notified or approved by the Registration and Permits Section, and cosmetic registration runs five years, with a renewal that goes back under review rather than rolling over automatically. Products brought in for re-export, exhibitions, market tests or advertising samples take a different route: they are listed, not registered, listing carries no fee, and a listed product earns no registration certificate. Food contact materials are currently outside registration requirements altogether. Keep the technical guidelines on the municipality site as your source of truth and have a licensed practitioner confirm the category specifics before you file. If you want the dossier assembled and followed through from start to finish, our Montaji product registration service prepares the file, reviews the label and manages follow-up with the municipality. Registration is not a one-time act either: the Montaji renewal guide covers what happens when the certificate nears expiry.
