Start with three questions, not with a form. First, what exactly is the product: cosmetic, perfume, detergent, food, supplement, food-contact material, baby care item, textile, toy or electrical device? The category selects the regulator and the standard. Food-contact materials have their own lane: see the
UAE food contact materials guide. Second, who owns that category: the UAE has no single federal product registry, so registration runs on two layers. The federal layer is the Ministry of Industry and Advanced Technology (MoIAT, formerly ESMA), whose Emirates Conformity Assessment Scheme (ECAS) certificate is mandatory for customs clearance and market placement of regulated goods such as cosmetics and personal care, perfumes, detergents, food-contact materials, baby care products and textiles. Food runs on its own chain: the federal ZAD portal, launched with MOCCAE and Dubai Municipality, plus municipal food-control departments. The
ZAD food registration guide covers that chain end to end. The third question is where you will sell, because the emirate layer differs: Dubai registers consumer products through Montaji, while Abu Dhabi requires a valid ECAS certificate before its QCC Jawdah registration. The
Abu Dhabi QCC Jawdah guide walks that route step by step.
